Do multi racial societies without strong antidiscrimination laws fall naturally into racism?

Yes, the dominant race or ethnicity will, of course, dominate if there aren't laws in place to prevent it. But that doesn't mean you have to go overboard, there are two extremes. The laws should ensure equality, not preferential treatment of minorities.
